Heh, that was fun. Sorry for the overkill. Anyway, some extra rules.
Each defense chip (mainly the anti chips and auras) can only be used once a battle. As for recovery, limited to 2 chips a turn. Just to make fight inevitable long.

Ok. Oh wait! Great idea! How about we set up like, a Higsby's shop(I wanna be the manager), folders, and stuff, and each person gets to make their own folder, and every time they win a battle, they get to choose a chip from the chip stock. ^.^ We can discuss more on PM.

It could become easier to have a folder (and prevent overusage of chips). Hmm, yes, I kinda like the sound of that.

Yeah, for every 1 HP, it's 1 Zenny. So, here's the starting folder...
4 Cannons 1 Area Grab 2 Wide Sword 2 Sword 4 Recover 10 4 Buster Up(increases charged shot by 10) 2 Attack +10 4 Mini Bomb 2 White Capsules 3 Anti Damages 1 Roll 1 Gutsman 1 Numberman 4 Fixed Chip (whatever your fixed chip is is replaced here. Mine is Plant Wave, so that would be there)
Like it? (Enjoys the 4 fixed chips)
Also, for my current stock:

KEY: If Blue it is a Mega chip If Beige it is a Dark chip If redit is a Mega chip
To use a DS chip, you have to use a Dark chip before it. Dark chips do not decrease your HP, but you get a bug that works like Poison Pharoah's poison damage. (150 a turn) DS chips are powered up by 10 for every dark hole. Each DS chip starts at 80. They also make it -300 damage a turn. Numberman DS starts at 40, and Metalman DS starts at 320. Damage increasements stay, and they can only be upped to +100 damage.
SP chips are abled at any time, unless you use a Dark chip. SP chips are powered up after every battle they are used by 10 damage. Each starts at 80. Numberman SP starts at 40, and Metalman SP starts at 320. Each SP chip can only be powered up by 100.
Also, I get to restock and stuff. Every user starts with 10000 Zenny. Also, I thought up of a Virus system. Every day, somebody will get a Virus random appearance, like right now:
Beetank3(500HP) started to attack Searchman!
The HP is based on the number of the Virus
V1: 100HP Attacks range from 10-100 damage. Multi hit enemies are at 2
V2: 250HP Attacks range from 60-150 damage. Multi hit enemies are at 3
V3: 500HP Attacks range from 100-350 damage. Multihit enemies are at 10
EX: 1000HP Attacks range from 200-500. All enemies multi hit except those who hit at 500.
Like? And if you like, then the Bugtank starts a battle.

Looking over this, I had an idea that kinda builds on the "folder" idea... but it relies a lot on trusting one's opponent and there's material components involved.
Cards. Playing cards, index cards, slips of paper drawn out of a hat... Something to show which chips you would have each turn. Of course, this being forum-based doesn't make it all that feasible. At least it won't look like everyone always has all the chips they need exactly when they need them.
Um... and maybe there might be some way to show which panels each character is on each turn... maybe? Since you are using "panels", it would only make sense.
If this ever gets completely straightened out, I might enter a character.
Oh, and there appear to be 31 chips in that "starting folder"... unless that was intentional.
