No, actually not.
Sharking is a variation of cheating. This means using a device or code to change the game partly, giving you a bonus or malus (depending on what kind of cheat you use), like endless money, infinite health, special weapons, etc.
Hacking is grabbing into the game's programming and twisting it around, so it changes the game extremely. Like, having 5 bosses, or an boss as AI partner on your side, changing colour palettes, etc.

Sharking = Using a cheating device (GameShark) to insert codes. Hacking = Using a memory hacking device (Memory Viewer) to screw the game. =P

Speaking of hacking...here's an interesting one I just got from a 17rare on YouTube:
It's actually perfectly fine except for the enemies and the fact that they mentioned P-code twice.

The BX versions of the bosses are color pallet chanded version of the RV bosses. They cannot be faough in anyways, no matter the version, without HACKING. The are in no way harder than the RV version, sole difference is the HP (Usually around 500 more HP than RV) and attack power.

Wait, so... *thinks* BX is not a higher version, although it has all what makes a higher version? Because if it has higher HP and does more damage, the Navi is more difficult, isn't it? So, if it isn't, where's the difference in normal, EX, SP, RV and BX then, other than HP and damage?
